Can I change my HUAWEI ID country/region if I still have HUAWEI Points?

Huawei's Saudi support page says to use up your balance and HUAWEI Points before changing the service country/region; otherwise you cannot change it. The Registered Country/Region cannot be changed after the HUAWEI ID is registered.

How quickly will I get the code?
